Stall Videos

implement a way to store videos locally that are meant to be played to the client / stream while casterpak copies a video locally.

When a user requests a video that is not in the cache, a potential long delay will happen while the video is copied locally and segmented into a stream. The user may be waiting for a long time, or clients may timeout.

Instead, play a video (or a random pick of many videos) to play to the user while the actual video is processed. Even showing a message "please wait while we retrieve the video you want to watch"
