Master playlist needs to update records in inputfile db

the first request to a master playlist that pulls input files does create entries in the cacheDB inputfile table.

However, subsequent requests to a master playlist does not update the entries in the inputfile table. They will get cleaned up and re-requested if not used.

If the child manifest is requested, the timestamps in the inputfile table are updated.

Is this even a bug? Is it a feature?
