This always debug logs.

Configure the logging level in config.ini

There is a debug level in config.ini
Make sure it's actually honored in casterpak, bento4, vodhls, and cleanup.

cleanup logs to casterpak.log
then there is casterpak.error.log and casterpak.access.log
can cleanup be unified, or at least make it obvious where cleanup logs to?

Maybe a 'casterpak.log' and 'casterpak.access.log' is the answer.
Put everything in 'casterpak.log', with the exception of access logs.
