[go_router] Update example app to Kotlin 1.9.0 #7997

The tree is currently closed on an out-of-band failure in the build of this example app:

e: .../transformed/jetified-kotlin-stdlib-1.9.24.jar!/META-INF/kotlin-stdlib-jdk7.kotlin_module: Module was compiled with an incompatible version of Kotlin. The binary version of its metadata is 1.9.0, expected version is 1.7.1.

The binary version of its metadata is 1.9.0, expected version is 1.7.1.

It appears that this is caused by
#7986 as this example app does depend on url_launcher, and that PR therefore change a transitive dependency of this example app, and as Reid discovered that version bump changed the Kotlin
version

There was a Flutter Fix that contained the correct instructions for resolving this, which is what this PR does.

It looks like this pull request may not have tests. Please make sure to add tests before merging. If you need an exemption, contact "@test-exemption-reviewer" in the #hackers channel in Discord (don't just cc them here, they won't see it!).

If you are not sure if you need tests, consider this rule of thumb: the purpose of a test is to make sure someone doesn't accidentally revert the fix. Ask yourself, is there anything in your PR that you feel it is important we not accidentally revert back to how it was before your fix?

Reviewers: Read the Tree Hygiene page and make sure this patch meets those guidelines before LGTMing. The test exemption team is a small volunteer group, so all reviewers should feel empowered to ask for tests, without delegating that responsibility entirely to the test exemption group.

Follow-up to #7997 to update all example apps to 1.9.0 to protect us from similar OOB failures as other transitive dependencies in the ecosystem update to newer versions of Kotlin.
