Describe the problem

Some cookbook recipes are no longer worth the maintenance costs (according to DevIntel via Google Analytics). The three that are used the least by our developers are:

  • effects/photo-filter-carousel
  • effects/gradient-bubbles
  • effects/typing-indicator

Expected fix

There should be a disclaimer at the top that marks them as 'deprecated', and that they'll be removed in the future. We also need to remove the code excerpts from CI, if it exists.

We can also close #8204, #8202, #7154

I would like to fix this problem.
