I went to send someone a link to it, but then found out that it isn't mentioned at all in the docs. Is it intended to be part of the public API?

Documented in https://fmt.dev/dev/api.html#_CPPv2N3fmt4joinERK5Range11string_view and relaxed compiler requirements for the range overload. Thanks for reporting.
