Have a feeling this is related to #1341 because Pluto seems to be starting up PlutoPkg first and all the necessary stuff therein but doesn't always work.

Sometimes I have to kill the entire Julia process and restart several times.

Ran into this issue again today. Cannot open a brand new file in Pluto on either FF or chrome. No idea how this could be happening... It seems like the HTTP server just completely hangs.
