Describe the feature you would like

Release a stable version of Foundry, all we have are nightly releases.

Additional context

We use foundry in the CI, and our CI installs foundry with foundryup. I would like to set a stable version, so everyone working is on a stable version of foundry.

Currently, using always latest version of foundry is causing instabilities, specially in "forge fmt", which constantly changes a small bit and makes our CI red, and than we need to force push commits that were made using latest foundry locally as well. And this changes can happen at anytime.

We could fix the nightly version, but this seems not a good practice, usually we only fix a version that is stable.

This is definitely on our priority list and will be completed once we finish our 1.0 milestone: #8574

For now I'm marking it as a duplicate of #3895, please join the conversation there
