Update Runtime Name for Laos Network and Ensure Compatibility with Polkadot.js Explorer

As a Laos Network administrator,
I want to modify the runtime name from frontier-template to laos,
So that the Polkadot.js explorer can recognize the runtime as Ethereum-based and ensure seamless integration and interaction for users.

Acceptance Criteria

1. Runtime Name Update: When the network is running, the runtime name displayed should be laos instead of frontier-template.

2. Explorer Recognition: After the runtime name change, the Polkadot.js explorer should still recognize the laos runtime as Ethereum-based without any disruption to the current functionality.

3. Documentation Update: All references in the documentation to the old runtime name frontier-template should be updated to laos.

4. Stakeholder Review: Demonstrate the updated runtime and Polkadot.js explorer integration to the stakeholders for final approval.
