def regex(s: String @@ Regex): scala.util.matching.Regex = s.r

Usage could look like this:

import eu.timepit.refined.implicits._

val r = regex("(a|b)")
// r: scala.util.matching.Regex = "(a|b)"

// invalid regexes do not compile

The same could be done for URLs and URIs.
