[Feature Request] Uploading Local Mods

I have been installing Steam Workshop mods slowly but surely due to the API rate limit - I would like the ability to upload my own mods. For instance, if things get slow, I can copy mods from my local Steam Workshop folder and upload them directly. Or, if I have an old mod from Armaholics, I can install that manually. It could be formatted and use similar UI to the Preset and Scenario uploader, though the sizes of the mods are definitely much bigger.
