It's bugged.
Even if they don't use the ability they still might appear transparent to you, as if they are invisible.
Sometimes it gets bugged on yourself (not others).
Hopefully will be fixed in next release.

As a temporary "fix" I'm using ESP for imps, and I've turned off the reveal phantoms feature (they still appear transparent after certain things), but I know they are not actually invisible. When they are invisible I can know where they are from the esp.

How do you know if someone is visible or invisible at the moment?

if you use my "workaround", setting it so phantoms aren't revealed (transparent), then enable esp,
if the phantom is invisible you won't see anyone there (the esp will give it away, the text will be moving, box will appear over nothing, if you have radar on, you can see the icon of the player), if the phantom is visible he would be either transparent or fully visible.
