Original report (archived issue) by Nate Koenig (Bitbucket: Nathan Koenig).

Ignition cmake creates a CPPCHECK_DIR. However, since the plugins are not components they are not automatically included in the CPPCHECK_DIR list.

One solution would be to make plugins components.
