Update default PHP version to 7.4 #2061

The current version default is 7.2. Drupal 8 works fine with 7.4, and Drupal 9 (merged support via #2050) now requires 7.3:

"drupal/core 9.1.x-dev requires php >=7.3 -> your PHP version (7.2.31) does not satisfy that requirement."

So default everything to 7.4 (older versions are still supported).

I'll also look at the php-versions role and make sure it's updated.
