正規化の精度の向上（レベル5 および 7 への対応） #218

#217 で正規化レベル8 を実験的に追加しました。
現在対応している正規化レベルは以下のとおりです。ただし、レベル8用のデータソースのエンドポイント (= japaneseAddressesApi) で一般公開しているものは現在ありません。

レベル	概要
0	都道府県不明
1	都道府県マッチ
2	市区町村マッチ
3	町字丁目マッチ
8	番地号、または地番までマッチ

今後、より刻んだ以下の正規化レベルへの対応を行いたいです。

レベル	概要
5	番地・街区符号までマッチ
7	番地・街区符号までマッチしたけど号または枝番情報が無い
