Modal overflow: scroll property causes issues with select and other tools #92

When you have a select in a modal (i.e. layer properties) the scrollbar appears instead of overflow.

This is due to https://github.com/geosolutions-it/MapStore2-theme/blob/master/theme/default/css/ms2-theme.css#L516
Also max-height above that line is giving issues with small screens.
I notice it is coming from the original viewer.css. Why it was introduced? if it is not general, can this be removed and added to the specific items where it is really needed?
