The TestCopy smoke test is a flake. It often fails in CI and has to be re-run repeatedly to get a green build. Often the error appears to be a timeout accessing the database. I'm not sure if we need to bump the timeout, or if there is something about this test that is triggering the timeout (e.g. it's the first test to hit the database).
