Describe the bug

We want to run the porter smoke test on both windows and linux. Currently we are only running them on linux. It seems Docker isn't installed or isn't setup correctly in the Microsoft-hosted windows ADO agents, so can't run the smoke test. Expected behavior

The test should pass both on linux and windows
