Textbox-only dashboards don't appear on lists

Issue Summary

Dashboards that contain only textboxes are invisible on list-views to everyone but their maker.

Steps to Reproduce

I duplicated this on our preview instance with this dashboard.

1. Login to preview as Melissa Payne
2. Search the dashboard list for "The Invisible Dashboard".
3. See that search returns no values and the Invisible! tag is not in the tag list.
4. However you can still see the dashboard as Melissa by clicking the link above.
5. If I add a widget to the dashboard then it becomes visible (see screenshots)

Published dashboards appear on list views unless they contain exclusively widgets to which the viewing user does not have group access. But textboxes are visible to everyone
