Idle power sonsumption is the main show stopper with P40 but could be reduced easily

I managed to reduce idle power consumption from 50 W to 9 W with gppm.

It's alpha but already does it's job. But actually it is that simple that it could easily be integrated into llama.cpp. One drawback, however, would be the dependencies.
