Setting to mark user as internal across org

Currently non-external contributors are marked on the repo level. So for contribution from the same user but under different repo won't be marked internal automatically. This leads to a lot of efforts.

Solution: if a user is marked internal contribution for any repo, their contribution to other repos under same org should also be marked internal without additional check.
