Design document for fine grained authorization

Write, review and drive consensus on Fine Grained Authorization from a technical perspective. The result of the design document should be a series of tasks (issues) which can be executed on.

This document will need to cover the following:

• Do we use an off-the-shelf system
• How do we introduce the system
• What are the performance characteristics of system
• How do we model existing authorization
• How does it model our future problems (e.g. Organisations)
• What is the migration path and how do we convert the systems
