Automatic timed toot delete

Add the option to automatically delete old toots.

Configurable per user and instance-wide (which is used as the default setting for users).

Sub-tasks:

• add it to permanent user settings
• add settings UI to user settings and somewhere in the admin interface
• add a rake task to wipe expired statuses and make the needed effort to federate the deletes

Implementation ideas

• Regularly fetch all users, go through their statuses and delete based on user settings
• Pinned toots might be spared so they stay in existence (after we implement pinning ;)

Also: Emojis ... 🕒, ⌛ 12h ... but that makes the cleaner's job harder

Resurrecting this because I had the thought: If this ever gets added, the option to make it default-toggled-on for posts with media as opposed to all posts would be really really nice.

I think a one with a relative time might be better so it could be a preset.

And that way it could be done in the same way as pawoo (hashtag, if they still do it that way).

Preset would be nice in general. I'd prefer something like 1year for all my toots for example by default.
