It would be nice if the matrix webhook could be configured with a hidden (i.e. not visible to non-administrators) access token and preset homeserver so that a single "gitea bot account" could be shared for all projects server-wide without each user/org needing to create a matrix account, figure out the access token und then supply it to each repo over and over.

I guess this could easily be done by your own, once custom webhook templates are integrated.
But this probably will still take a while… 😉
