Move "Previous" and "Next" button above the comments

Issue description:

Currently, the "Next" and "Previous" buttons are positioned underneath the comments. This makes some sections, such as the "My First Game", annoying to get through, as you have to go through all the comments to easily get to the next page. It's not the biggest issue, but for those starting to use Godot for the first time it could make navigating the starter projects difficult or frustrating.
