Create an APT repository or PPA

Hi,

Since creating a Flatpak has been delayed indefinitely, while Hugo already has DEBs, I would like to suggest creating an APT repository, or a PPA, allowing users to automatically update those instead, so they would no longer have to manually download DEBs.

• Runs apps slower than normal while using more resources than normal.

It's one version late, but that's expected from third-party, so having an official one would still be better.
