Update Chroma dependency to include fix for broken C++ highlighting #4549

According to alecthomas/chroma#124 the current code of Chroma fixes an issue where the syntax highlighter inserts superfluous line breaks in C++ code. That's currently hitting me (with Hugo 0.37.1), but sadly I'm basically clueless about Go development, so it's beyond me to integrate the fixes myself.
