Hugo does not allow "define template" inside subfolders in partials and shortcodes #4897

For shortcodes this has not been a problem for many days (just recently got namespace support), but we need to fix this.

We check if a template needs a base template if it contains a "define" definition. This check should not be done in partials and shortcodes.

The problem is that we have currently a little too simple check for "is partial or shortcode", which fails if they live in a sub-directory.
