The solaris-amd64-smartosbuildlet builders are flaky.

Why?

Needs investigation.

Suspicion: those containers are reused between runs, and something's spinning in the background, making things too slow.

We should delete & re-create those containers for every build. Needs Joyent API calls.

Short-term: restart them.

We made them use larger instances on Joyent and that deflaked them, so closing this.

The real bug to use both Joyent and the coordinator buildlet pool interface in their proper ways is #15581 which remains open.
