hires textures are not loading without xp or vista compatibility mode when windows dpi upscaling is enabled

What steps will reproduce the problem?
1. enable dpi upscaling in windows (to make fonts larger)
2. disable dpi upscaling in 1964 right click compatibility settings to avoid 
glitches
2. start 1964 with glide64 and hires textures

What is the expected output? What do you see instead?
hirez textures are not loading, only when vista or xp compatibility mode is 
also enabled.

Loading hirez textures should not require xp/vista compatibility mode.

What version of the product are you using? On what operating system?
