Update to LXGW WenKai TC #8714

The previous implementation caused Safari to not apply the `vert` feature in vertical typesetting scenarios. For this version, I've removed all language-specific code from the features (it was all duplicative anyway) and left only DFLT. `vert` now works in Safari (and elsewhere)

The previous implementation of the
vertfeature did not include all languagesystems, so when rendering vertical text, Safari would not realize that it needed to apply thevertfeature.
