Describe the bug

Image manifests are not persistent when the local registry restarts.

To Reproduce

Start the local registry thats configured for disk storage.
Push a image
curl the _catalog or pull the image
Restart the service
curl or pull the pushed image, it will claim its not existent

Expected behavior

Expected to persist the image manifest when configured for disk storage.
