You can see in the README:

We have been collaborating with Docker over libcontainer and are in process of porting the core lmctfy concepts and abstractions to libcontainer. We are not actively developing lmctfy further and have moved our efforts to libcontainer. In future, we hope to replace the core of lmctfy with libcontainer.

This project is from a pre-Kubernetes era when containers in this scope were really just cgroups. That has shifted in Kubernetes with libcontainer and thus this project is obsolete/unused.
