Inconsistency between suggestion candidates and conversion candidates #274

What steps will reproduce the problem?
1. Install Mozc 2.16.2026.102 into desktop or Android.
2. Type "が" and commit it.
3. Type "はじまる" and see the suggested candidates.
4. Hit space key to convert "はじまる".

What is the expected output?
Similar top candidate should be chosen in both suggestion candidates shown 
after the step 3 and conversion candidates after the step 4.

What do you see instead?
After the step 3, "はじまるぅ" is shown as the top candidate in desktop.  
Also "恥丸" is shown in the Android.
After the step 4, "始まる" is shown as the top candidate in both desktop and 
Android.
