Predictions on mobile can be too different from conversion result.

Version: 2.17.2230.103
Steps to reproduce:

1. Add "決められた" in src/data/dictionary_oss/suggestion_filter.txt
2. Build Mozc for Android and install it.
3. Type きめられた.
4. . Tap to trigger conversion.

EXPECT:

• After step 3, 決められた should have higher rank than 决められた.
• After step 4, 決められた should have higher rank than 决められた.

ACTUAL:

• After step 3, predictive candidates are shown in the following order
  1. きめられた
  2. 極められた
  3. キメられた
  4. 决められた
  5. 决められ田
  6. 木目られた
• After step 4, predictive candidates are shown in the following order
  1. 決められた
  2. きめられた
  3. 極められた
  4. キメられた
  5. 决められた
  6. キメラレタ
  7. ｷﾒﾗﾚﾀ

NOTE:
This is actually an expected behavior on desktop with regard to suggestion filter. On mobile, however, candidates from suggestion/prediction are getting more and more important, than those from conversion that need to be triggered by an explicit tap of the space key.
