[Tracking Issue] Enrich Output Report Formats

As a fresh end-user of osv-scanner tool, I noticed one of the improvement points (IMHO) of this tool is better output reporing. I'm proposing we should prioritize the output topics.

There are already going discussions on some issues spread around, so that I just wanted to gather all of them (in no particular order) under one umbrella to boost awareness and make it easy to track (feel free to add yours!):
