Is batching disabled by default when publishing?

Hello,

does anyone know what does it mean to disable batching while publishing message? The documentation doesn't help much because it is not clear if batching is disabled by default.
Is the batching disabled if configuration is not provided?

We are running on Cloud Run serverless so it is important for us to do everything during request.
