polymer-upgrade is being rolled into polymer-lint so that you will be able to run polymer lint to identify issues, and polymer lint --fix to automatically fix stuff that can be fixed automatically.

This is the next set of work for the linter, https://github.com/Polymer/polymer-linter/milestone/2 is the milestone to follow.
