Updates the upgrade terraform

What this PR does / Why we need it:

• Updates Upgrade cluster terraform to the same cluster versions as the e2e tests.
• Removes the firewall rules from the upgrade cluster terraform. The firewall rules are per project, and are already a part of the e2e terraform.
