Not sure if this is a Fedora specific problem or if other distros include the package by default, but I needed to install kernel-devel package in order to run the makefile, otherwise you will get an error stating that /usr/lib/modules/<version>/build does not exist. After running sudo dnf install kernel-devel my problem was solved.
