man otppasswd, did not find any tokenID type for time-based token.
How to configure a time based token?
By the way, event based token works well with FreeRADIUS in Redhat

otpd does not ship with support for any time-based token since none exist 
(other than the defunct TRI-D token).  Give an example of a time-based token 
for which keys are available and support can be easily added.

Here is a provider of time-based OATH token. In fact I know quite a few tokens 
are OEM from this vendor.

I think it is something related to TOTP, it might be in next releases

Has support been added for the c200 from the link above? I have a few of these
