OTLP Not Detecting Service Name

#13702 moved the logic for detecting service name further up the stack during a push, into the push request parsing. Since HTTP and OTLP use different parsers, the OTLP endpoint lost this logic.

Expected Behavior

Logs pushed to the OTLP endpoint also get service_name detected from the list of configured labels.
