implement jaeger sampling

i thought i posted this already here but i guess not.

I'ld like to explore this "the MT native way" (e.g. use MT's configs mechanism, and configure the jaeger client accordingly) and ideally do it that way.
rather then #1055 which bypasses MT's config system.

unless doing it the MT way is very clunky or timeconsuming, then we can do it goutham's way.
