What happened:
The changelog section shown in Grafana Cloud UI for SM plugin is missing a few entries since v1.15.2:

The first affected release is v1.16.0. Just before that release some changes were made in order to automate the release process (see #947), and some changes were made posterior to that.

What you expected to happen:
The SM plugin changelog in Grafana Cloud UI shows every version entry.

How to reproduce it (as minimally and precisely as possible):
In Grafana Cloud UI. Go to Administration -> Plugins and look for Synthetic Monitoring plugin. Then select the Changelog tab.

Turns out the issue was more obvious/silly than expected. The changelog format was incorrect and therefore release-please was misplacing the entries for the versions. It was easy to miss this misplacement in the release PRs. I believe #991 should fix it.
