Add Distributor Latency Metrics

Describe the solution you'd like
Distributors only publish spans/second metrics b/c we rely on the OTel receivers, but latency metrics can be very important as well. Attempt to contribute these upstream and then vendor them into Tempo. If not possible we can add them in the receiver shim.
