Do not auto raise level when there is no *.cs files with metacode

I have a project with one tt file that generates sql file. Project don't produce dll and event don't have cs files. At some circumstances error appeared:
Error Metadata file '...\obj\Debug@0_bin..._MLevel0.dll' could not be found
