Rename Tamil (AfPO:0000171) to Tamil Mauritian #59

As per this HANCESTRO issue, the Tamil people are primarily located in Southern Asia. Changing the label of this term to Tamil Mauritian would provide clarity, and we could also create a separate Tamil term in HANCESTRO, and link the two.
