Expose the book Requests as an RSS feed for ingestion by other services such as lazylibrarian, Google books, etc.

Goodreads no longer provides API access so that isn't a good avenue for enrichment of the feed.

This issue is considered complete if there is an endpoint exposing an RSS feed for book requests
