Add more probablistic emote behavior

This is a feature request from the discord server

The goal is to add additional behavior to add more probabilistic or heuristic responses from bloopyboi to server activity.

From the discord chat:

A while ago I added a thing where bloopyboi has some arbitrary probability to add a reaction to some particular types of messages. When I have time I want to tweak it to mutate the parameters to see what happens.

I move to add horny emotes to the rotation and significantly increase their probablistic outcome in the selection algorythm

Remaining TODO:

• Refactor to enable using weighted probabilistic selection of emoji
• Add some elementary nlp to find contextually appropriate emoji to also add to the heavier weight pool

Outstanding issues:

• How to classify emoji consistently?
• How to fallback to appropriate emoji if custom emoji is unavailable
