Builder UI should allow building the latest version for a different platform

If we start a new build by clicking on 'Build latest version' from the builder UI for any platform, the UI is disabled until the job completed.

The UI should allow for performing the same task for a differnt platform.

The below image shows the state of the action after triggering build for Windows platform and then navigate to Linux 2 platform.
